Which Web Design company is the best?

I was looking around yahoo and google and found alot of $3000 web design companies! I want something cheap and good!

than i found w-webdesign.com? anybody knows about them....i asked for a quote and they said it would be $330 for a website for a small business....

is that price okay?? or to much???

sorry for all these questions i just want to choose the right!
