UK Housing Association question?

UK Housing Association question?
My friend has been offered an apartment by a housing association which will be in her name. As she gets a small amount of income support to top up her income the rent and council tax will be covered.
However, her boyfriend has said he wants to move in with her after about a month and 'have his name put on the rent book' i.e. a joint tenancy.
